Weatherization Assistance Program in Maryland: Energy Savings for Low-Income Households or Hidden Infrastructure for Enhanced Targeting?

Official Purpose and Scope
The Maryland Weatherization Assistance Program (WAP), administered by the Department of Housing and Community Development (DHCD), assists income-eligible households—prioritizing low-income families, people with disabilities, seniors, and others—with energy conservation measures. Services include energy audits, air sealing, insulation (attic, walls, floors), furnace cleaning/tune-ups or replacements, lighting retrofits (LED bulbs), and limited health and safety fixes. The goal is lower utility bills, greater comfort, and improved indoor conditions.
Reported Discrepancies and Health Impacts / Targeting Enhancement in Anne Arundel County (Riva/Mayo Area)
While the program markets benefits for vulnerable populations, affected residents describe outcomes that undermine health and safety while allegedly enabling targeting:
Ignored structural and basic deficiencies: Homeowners reported cracked windows, leaks around windows and doors, and the original lack of wall insulation (house built without it by family). These were not inspected or addressed despite being noted in applications.
Foundation settling accelerated by nearby sewage/drainage digging (Army Corps of Engineers /County/Neighborhood Project 2013~2016 in Sylvan Shores) was also left unremedied, contributing to ongoing structural issues.
Ventilation and system failures: Bathroom ventilation was lost or blocked post-work. The loft/attic venting system remains open to living areas. Furnace alterations or valve adjustments now inefficiently heat the crawlspace. The unit was encased in hard material, preventing access or proper repairs. Independent HVAC companies cannot diagnose or fix problems.
Severe air quality and particulate issues: Massive lint balls have poured from the top of the system for at least 1–2 years, coating walls and becoming airborne throughout the home. This recirculation (linked to tampered dryer/furnace valves) has led to inhalation concerns. Residents rely on personal air purifiers to mitigate risks and report it would otherwise cause significant lung damage.
Health consequences and targeting elements: Symptoms emerged or worsened after program work, including widespread sickness in family members and pets when the heat was on (coughing, vomiting). Ongoing respiratory infections and autoimmune flare-ups have been relentless.
The program requires or installs LED lightbulbs, which are reportedly used with 5G/6G/satellites to enhance strike intensity. Additional modifications include a new bathroom wall enabling laser image projections onto the body (spelling words, drawing pictures—witnessed), metal bars in the bedroom enhancing conductivity and sensations, and a new roof that dramatically worsened symptoms. Swarms of contractors accessed all areas (including basement), leading to drastic escalation in targeting. The sewage system itself reportedly functions as a conductor with constant piercing “cricket-like” signals matching sounds from years of internal tinnitus/V2K.
Similar complaints appear elsewhere, such as moisture intrusion, cellulose particulates, backdrafting from faulty furnace/vent installations, mold growth, and respiratory problems. In Maryland and Anne Arundel County, the pattern of unresolved health/safety issues combined with alleged infrastructure enhancements highlights serious concerns.

Residents in these situations should:
• Thoroughly document everything (timelines, photos, videos of lint/vent issues/signals, medical records, HVAC reports, witness statements).
• Request itemized work scopes and material details from the local agency.
• Seek independent third-party inspections (air quality, HVAC forensic, EMF/RF testing).
